Eutelsat is turning European concern over secure satellite communications into a long-term procurement strategy. The company ordered 229 additional OneWeb low-Earth-orbit satellites from Airbus in a €1 billion investment that extends its replenishment and expansion roadmap through 2034.1 The order adds to 440 OneWeb satellites already procured from Airbus, bringing the Airbus-built OneWeb pipeline to 669 spacecraft and giving Eutelsat a clearer path to maintain service continuity while expanding capacity.2
The move goes beyond fleet maintenance. Reuters framed the order as part of Eutelsat’s effort to challenge Starlink, noting that the company is strategically important to the French and British governments because it operates the only global LEO satellite network outside Starlink and provides secure communications and broadband services.9 For telecom, aerospace and policy executives, the implication is clear: Eutelsat is not trying to match SpaceX satellite-for-satellite in consumer broadband. It is building a Europe-centered, government-relevant connectivity platform for institutional, enterprise and telecom customers.
That positioning was reinforced by parallel launch and industrial announcements on September 10. Eutelsat selected Arianespace for two dedicated Ariane 64 launches from French Guiana in 2027 and 2028 to support the OneWeb renewal plan.3 Arianespace said the agreement strengthens Europe’s strategic autonomy in connectivity and access to space, tying Eutelsat’s constellation strategy to the continent’s ability to launch strategic infrastructure without relying entirely on non-European providers.4
The core of Eutelsat’s strategy is differentiation. Starlink has far greater constellation scale: Reuters reported that Starlink has more than 11,000 satellites in orbit, compared with OneWeb’s more than 600 today.9 But Eutelsat’s commercial and political proposition rests on a different mix of altitude, customer focus and governance. Reuters noted that OneWeb needs fewer satellites for global coverage because it operates at a higher altitude and focuses on government, enterprise and telecom customers rather than mass-market consumers.9
That distinction is central to Europe’s policy interest. Governments and critical-infrastructure operators are not only buying throughput. They are assessing control, resilience, cybersecurity, procurement jurisdiction and continuity of service during crises. Eutelsat’s expansion plan gives European governments and enterprises a non-U.S., non-SpaceX LEO option as satellite broadband is increasingly treated as strategic infrastructure.
The company’s language reflects that positioning. Eutelsat said the added OneWeb satellites support its role in Europe’s sovereign connectivity future and are compatible with IRIS², the European Union’s secure satellite communications program.1 Airbus similarly described the order as a step for European sovereignty and highlighted its Toulouse production line as a high-rate manufacturing base for large LEO constellations.2
The Airbus order is about industrial continuity as much as orbital capacity. Airbus said the 229 satellites will be manufactured at its Toulouse facility, which is already delivering earlier OneWeb batches. That enables production continuity and a more consistent delivery rate.2 For Eutelsat, it reduces one of the major risks in LEO: replenishing satellites at scale as first-generation assets approach the end of life.
The new satellites are expected to include features from prior batches, along with program improvements such as advanced digital channelizers for onboard processing, efficiency and flexibility. They also will be able to host additional payloads beyond the OneWeb Ku-band mission.2 Those capabilities matter because Eutelsat’s target markets — government, defense-adjacent, enterprise and telecom backhaul — value adaptable capacity and mission-specific payload options.
Airbus’s role also links OneWeb to IRIS². In a separate September 10 announcement, Airbus said Eutelsat, as the SpaceRISE consortium’s LEO-segment lead, had enabled Airbus and Thales Alenia Space to begin work on the first layer of IRIS² satellites.6 Airbus said that first LEO layer comprises at least 66 satellites due in 2029 and described it as a sovereign pillar of IRIS² that will deliver military Ka-band capabilities to future European users.6
The industrial logic is clear: OneWeb replenishment keeps Airbus’s LEO production machinery active, while IRIS² adds a government-backed demand layer. If executed well, that combination could help Europe retain constellation-manufacturing know-how and reduce dependence on foreign launch and satellite systems.
The 229 OneWeb satellites are intended to maintain and expand Eutelsat’s LEO services until IRIS² reaches commercial deployment around the end of the decade, according to Reuters.9 That makes OneWeb both a current operating network and a bridge into the EU’s longer-term secure-connectivity architecture.
Thales Alenia Space said it signed an agreement with Eutelsat to provide governmental payloads for 330 IRIS² LEO satellites, covering 66 Ka-only satellites and 264 dual Ku/Ka satellites.7 The company said IRIS² is designed to provide secure government communications for civil protection, emergency management, security and defense, as well as commercial B2B services.7
Aerospacelab’s role adds another industrial layer. The company said it was selected by the Eutelsat-led SpaceRISE structure to build 264 IRIS² LEO satellite platforms under a €2.4 billion contract, with delivery intended to support Europe’s sovereign, secure and resilient connectivity infrastructure by 2030.8
Together, the OneWeb, Airbus, Thales Alenia Space and Aerospacelab announcements show a coordinated European industrial buildout: Eutelsat operates and leads the LEO segment, Airbus maintains OneWeb production and builds the first IRIS² layer, Thales provides secure payloads, Aerospacelab scales satellite platforms, and Arianespace supplies sovereign launch capacity.
The Ariane 64 launch bookings are strategically important because satellite sovereignty is incomplete without launch access. Eutelsat’s selection of Arianespace for two OneWeb missions in 2027 and 2028 links the constellation renewal plan to Europe’s autonomous access-to-space agenda.3
Arianespace said the missions will launch OneWeb satellites from the Guiana Space Centre aboard Ariane 64, the four-booster version of Ariane 6. It described the deal as a renewed partnership after 13 earlier launches placed 428 OneWeb satellites in orbit between 2019 and 2022.4 The launch provider also framed the contract as evidence that Ariane 6 can serve large LEO constellations and support Europe’s strategic connectivity infrastructure.4
For Eutelsat, this reduces the optics and operational exposure of relying entirely on foreign launch systems while marketing itself as Europe’s secure alternative. Reuters noted that Eutelsat is also a SpaceX customer, underscoring that launch diversification remains pragmatic rather than absolute.9
Eutelsat’s plan still faces constraints. The company has had to manage financial pressure following its merger with OneWeb; Reuters reported that it raised roughly €5 billion after the $3.4 billion combination.9 The new €1 billion order extends the roadmap but also adds to a capital-intensive cycle in which satellites must be manufactured, launched, insured, commissioned and periodically replaced.1
Scale is another challenge. Eutelsat’s strategic value is high because it is Europe’s only global LEO operator, but Starlink’s orbital and launch scale remains far larger.9 Eutelsat’s answer is not numerical parity. It is to use government-backed relevance, European industrial supply and sovereign launch options to secure a defensible position in markets where trust, jurisdiction and resilience matter as much as retail speed or terminal volume.
If the 229-satellite order, Ariane launch schedule and IRIS² transition stay on track, Eutelsat will have turned geopolitical concern into a procurement-backed growth plan. The result would be a more durable European LEO capability: smaller than Starlink, but more directly aligned with Europe’s institutional connectivity priorities.
